Social Welfare and Cash Transfer Programmes: Locations

Welfare and cash-transfer programmes can record beneficiary homes and payout points with UPCS codes for cleaner visits, checks and distribution.

Welfare programmes live or die on logistics. Names get misspelt, households move, and "the house near the water tank" means different things to different officers. Visits to assess a household, follow-ups, grievance checks and payouts all need someone to reach the same place the first team saw. A UPCS code gives programmes a precise reference: it takes anyone who opens it to the exact spot that was picked, a 3 m x 3 m square.

    Where location causes trouble

    • Enrolment: field officers register households in places with no formal address.
    • Verification: a second officer must find the same house, not the neighbour's.
    • Payout points: beneficiaries need to know exactly where a distribution table will be on payment day.
    • Case work: social workers with a caseload spread over a wide area need efficient routes.

When the location of a record is only a description, supervisors cannot tell whether two files describe the same dwelling, and duplicate or ghost records are harder to spot.

    What a code adds

At enrolment the officer picks the household entrance on the map and writes the code in the file. Later visits, checks and spot-audits use the same code, so the person arriving is guaranteed to land on the exact spot the first officer picked. Two files with an identical code point to the same square and can be reviewed together.

For payouts, the organiser picks the point where the table or kiosk stands and publishes one code in notices and messages.

    Practical set-up

    • Officers: use the search box on upcs.io or upcs.io/<code> on the phone.
    • Case management system: POST /v1/upcs/generate to create codes; GET /v1/upcs/lookup/{code} to retrieve coordinates and map links. See the documentation for request shapes and error codes.
    • Beneficiary communication: include the code in a message with the date and time.
    • Data protection: store codes together with personal data under your programme's existing safeguards, as a code can reveal a home.

    Tips

    1. Agree one picking rule, such as the front door, across all teams.
    2. Pick the payout counter itself, and note any separate queue entrance.
    3. For shared compounds, record one code per dwelling door.
    4. Review repeated codes in your list for possible duplicates.

UPCS is a location tool only: it has no connection to any government, bank or payment provider and does not move money. Related pages are government and public services and ngos and humanitarian work.

    Frequently asked questions

Can a code verify who someone is?

No. A UPCS code identifies a place, not a person. Identity checks stay within your own programme process.

    Is there a bulk import?

No bulk upload is provided. Your own system can call the generate endpoint for each record.

    Can payout points have codes?

Yes. Pick the exact counter, kiosk or distribution table and share its code with beneficiaries.
