Location Codes for Government and Public Services

How public bodies and municipal teams can use exact location codes for field visits, service points and unnumbered addresses.

Public services reach people at their homes and workplaces: social workers, inspectors, census enumerators, water-supply teams, vaccination outreach and election officers. Many of these workers cover areas where official addressing is partial, and they need a way to refer to places that may not yet have a formal address.

UPCS is an independent system. It is not issued by any government and does not integrate with national address registers or postal operators. The use below is as an internal reference for a team's own records.

    Where it is useful

    • Outreach teams. A mobile health team can record each visit point and give the next team the exact location of a household that was missed.
    • Inspection services. Building, food-safety or environmental inspectors can record the point inspected, not only a written description.
    • Public facilities. Clinics, polling stations, water points and community halls can publish a code for the entrance people should use.
    • Unnumbered settlements. Where streets have no names or houses have no numbers, a code gives each dwelling a stable reference for service records.

    A restrained approach

Public bodies handle citizens' data under legal rules that vary by country, so a pilot should be small and clearly scoped. A reasonable route:

    1. Choose one workflow, such as a household-visit programme.
    2. Capture the code with the visit record, alongside existing fields.
    3. Review whether it reduces repeat visits or lost cases.
    4. Decide on retention and access rules before extending.

    Limits

A code is not an identity, a legal address or a property record. It will not settle a boundary dispute and it should never be the basis for a decision about a person's entitlements. Coverage is also limited to the countries listed on UPCS, so services elsewhere need other tools.

Teams with a developer can generate and look up codes through the API in the documentation, or use the public lookup page without any integration at all. Related pages: NGOs and humanitarian work and education campuses.

    Data rules first

Whatever the scale, document who may see the codes, how long they are kept and what they are used for. Clear rules protect residents and make it easier for staff to use the information confidently.

    Frequently asked questions

Does UPCS work with any government or postal authority?

No. UPCS is independent and has no integration with any government or postal operator. A code is a complement to official addresses.
